Under the bill
(Reg. No. 9018), sole proprietors, including those subject to the simplified
tax system, whose record of service entitles them to the contributory
retirement pension, can voluntarily participate in the system of compulsory state
social insurance.
According to the bill, a sum of a single fee voluntarily paid by such persons shall be directed to the compulsory state retirement insurance and all types of state social insurance in a respective ratio.
The committee members stated that calculation of insurance record for admission to pension is not a subject of the said law. Such proposals should concern the law "On Compulsory State Retirement Insurance."
The committee concluded that the legislative proposal contradicts fundamental principles of the compulsory state social insurance, and might prevent the Pension Fund and the Compulsory State Social Insurance Fund from fulfilling their functions related to social security.
